Algo se rompió en la relación entre Cristina Kirchner y David Martínez, el financista mexicano que recibió esta semana un portazo de parte del ente regulador de las telecomunicaciones (Aftic), que en su última reunión de directorio rechazó su compra de Telecom.
A través de su empresa Fintech Telecom, Martínez le compró a Telecom Italia el control de la filial argentina, mucho más saludable económica y financieramente que su “casa matriz”. La operación debía pasar por el filtro administrativo.
Simultáneamente, Martínez es socio del Grupo Clarín porque es dueño del 40 por ciento de las acciones de Cablevisión.
La posición del inversor azteca no ha sido cómoda en los últimos años, en particular desde la muerte de Néstor Kirchner, con quien mantenía una buena relación. Dos años antes, en 2008, con la guerra del campo como fondo –y pretexto-, Néstor comenzó a pujar con Héctor Magnetto, el mandamás del conglomerado multimediático más grande de Argentina. Ambos querían quedarse con Telecom.
El enfrentamiento derivó en la épica sanción de la Ley de Medios, en los combates judiciales que le sucedieron y en una inquina personal entre Cristina y Héctor. No hay antecedentes de un conflicto semejante estatal-privado.
El financista mexicano tuvo decenas de gestos hacia el kirchnerismo en el poder. Tantos que desde la calle Tacuarí, donde reside laboralmente Magnetto, no dejaban de sospechar por esa cercanía. Sin embargo, ante cada consulta, Héctor recordaba que David se había portado “como un caballero”. ¿A qué aludía? A la época en que Martínez cambió la deuda de Cablevisión y Multicanal por acciones de las dos empresas fusionadas. Magnetto creía ver en el comprador compulsivo de esos papeles a un “hombre de paja” de algún otro interés foráneo (¿Carlos Slim?) que intentaba quedarse con el grupo a bajo precio. Sin embargo, Martínez no fue por el multimedios y se quedó como socio minoritario, cobrando los dividendos que año a año dejaba Cablevisión/Fibertel, la verdadera “joya de la corona” de Magnetto.
Hace tres semanas, la misma Aftic rechazó la operación de compra de Nextel por parte del Grupo Clarín. Adujo que violaba la legislación vigente. A punto de quedarse con esa operadora estaba Cristóbal López, el empresario del juego y la energía que no es Lázaro Báez.
Pero los de Magnetto se la “mexicanearon”, a pesar de las gestiones de Martínez a favor de López.
El anuncio disparó la furia de Cristina, que dio la orden de rechazar de plano la operación
Por otra parte la compra se produjo a pesar de la posición en contrario de los representantes de Martínez en el directorio de Cablevisión, de donde Clarín sacó el dinero para concretarla. Tras cartón, vía su ministro de Economía, la Presidenta ordenó desempolvar el expediente que hacía dos años discurría sin sobresaltos por los canales habituales, el de la compra de Telecom por parte de Fintech.
Una fuente de la Aftic admitió que Kicillof no dio demasiadas explicaciones a la hora de pedirle a los directores estatales este segundo rechazo. Pero a sus interlocutores les quedó en claro que no era una iniciativa del ministro. Y que Cristina ya no confiaba en la posición de Martínez, a pesar de la evidencia de que no puede arrastrar a Magnetto por su condición de socio minoritario de Clarín.
De hecho, la compra sin su consentimiento de Nextel por parte del multimedios –la vía de Magnetto para presionar al próximo Gobierno a definir el nuevo mapa del negocio de las telecomunicaciones- terminó afectando a Fintech en su objetivo mayor, Telecom, una empresa que factura más de 2.000 millones de dólares al año.
No obstante, tanto el parate a la compra de Nextel como el más reciente al trámite de Telecom tienen por delante sendos caminos administrativos. De hecho, tanto Clarín como Fintech apelaron –o se aprestan a hacerlo- las decisiones gubernamentales. Lo que anticipa que será efectivamente la próxima Administración (Daniel Scioli o Mauricio Macri) la que deba intervenir para determinar el futuro de las dos operaciones.
